Kobe car rental: save the car for the countryside
You rarely need a rental car for central Kobe. Sannomiya, Motomachi, Kitano, Nankinmachi and the waterfront work well as a rail-and-walking itinerary. A car becomes useful when you head to Awaji Island, combine Arima Onsen with Mount Rokko, or explore rural Hyogo with children, older relatives or substantial luggage.
For a first visit, spend your city day without a car, stay in Sannomiya and collect the vehicle the following morning. This avoids paying for a car and overnight parking while it sits unused. Airport pickup makes more sense when you intend to leave the city immediately. Our Kobe travel guide and Kobe accommodation guide help connect the driving days with your city stay.
Is renting a car in Kobe worthwhile?
| Plan | Best starting point | Why |
|---|---|---|
| Central Kobe sightseeing | Public transport | Parking and collection add work to short journeys |
| Arima Onsen only | Train or bus | A car helps with luggage, but is not essential |
| Arima and Mount Rokko | Car in suitable conditions | Flexible stops, balanced against winding mountain roads |
| Awaji Island | Car or private driver | Dispersed sights are harder to combine by bus |
| Himeji Castle only | JR train | A straightforward visit without motorway tolls or parking |
| Rural Hyogo with family | Car for one or two days | Fewer transfers; reserve suitable child seats |
Having a confident driver matters more than having a large group. A tired first-time left-side driver may find city junctions and mountain descents more demanding than the motorway. If nobody wants that responsibility, compare a guided trip or private driver.
Optional Kobe experiences below are separate bookings, not rental cars or airport transfers. Check the departure point, language, participant ages, inclusions and whether pricing is per person or group.
Where should you collect the car?
Sannomiya: convenient after your city stay
Sannomiya works well for a same-branch return after Arima or Awaji. Check the actual branch name: Toyota Sannomiya Ekimae and Toyota Sannomiya are different offices. The official Toyota directory lists the Ekimae branch close to the JR north exit, normally 08:00–20:00, with 09:00–18:00 hours on 1–3 January. The separate Sannomiya branch is farther south. Save the vehicle entrance as well as the desk address.
Give yourself time to settle into the driving position and navigation before entering city traffic. Pedestrians, cyclists, buses and one-way streets require attention immediately outside the office.
Kobe Airport: confirm the terminal and shuttle
Do not assume “airport pickup” means driving away from the arrivals kerb. At Toyota Kobe Airport, the published procedure is to call from the dedicated phone in Terminal 1 arrivals, then take the free shuttle to the office about 300 metres east. It does not collect from Terminal 2; passengers there must first reach Terminal 1. Published hours are 08:00–20:00. Return the car to the branch parking area before the shuttle back to Terminal 1. This is Toyota’s procedure, not a rule for every supplier.
Ask your chosen operator about delayed flights, last collection time and the terminal used for your return flight. Allow time for documents, vehicle inspection and child-seat fitting before scheduling the first attraction.
Shin-Kobe: useful for a Shinkansen arrival
A station-adjacent office can avoid moving luggage again. Toyota Shin-Kobe Ekimae is on the fifth floor of ANA Crowne Plaza Kobe, connected to Shin-Kobe Station, with published 08:00–20:00 hours. Compare its vehicle selection and total price with Sannomiya rather than assuming a station-name branch sits at street level.
Osaka or Kansai Airport: for a wider road trip
For a Kobe-only visit, the rail connection from Osaka is usually simpler. A continuous trip through Kobe, Awaji and rural destinations may justify a longer rental. Use the seven-day Kansai itinerary in Traditional Chinese to group stops geographically. One-way return must be accepted for the exact offices, dates and car class; it is not automatic across a brand’s whole network.
Choosing a rental company
Toyota, Nippon Rent-A-Car, Nissan, ORIX and Times are useful brands to compare where a suitable branch appears in your search. The decision is about the actual booking: collection location, opening hours, luggage capacity, cancellation terms and the protection included. A smaller operator may suit an experienced driver, but check language support and accident assistance carefully.
The Kobe rental comparison can help you compare available suppliers. Enter real pickup and return times before comparing totals. A late return may move the reservation into a different charging period.
Documents for driving in Japan
Eligibility depends on where your licence was issued, not simply your nationality. The National Police Agency’s foreign-licence guide distinguishes a valid Japanese licence, an accepted 1949 Geneva Convention International Driving Permit, and the designated licence-plus-Japanese-translation route. A 1968 Vienna Convention permit alone is not the required IDP.
The translation route covers licences from Taiwan, Switzerland, Germany, France, Belgium and Monaco. Bring the original licence and an authorized Japanese translation, plus your passport. Hong Kong licence holders should check the appropriate 1949 permit with their issuing authority. An unofficial online “international licence” or self-made translation is not a substitute.
The driving period is limited by document validity and generally one year from landing, whichever ends first; Japanese registered residents have additional short-reentry rules. Ask the supplier to confirm the documents for every driver before paying. Bring the reservation and the payment card required by that supplier, and register every person who will drive. Minimum age, licence-history and vehicle-class conditions can differ between offers.
Choose for luggage as well as passengers
| Vehicle | Practical use | What to check |
|---|---|---|
| Kei car | One or two people with light luggage | Suitcase fit and comfort on long motorway sections |
| Compact | A couple or small group on a short road trip | Actual boot capacity, especially with child seats |
| Mid-size car | More luggage or longer distances | Do not equate five seat belts with space for five suitcases |
| SUV | Useful seating height for some travellers | Dimensions and winter tyres; SUV does not mean snow-ready |
| Minivan | Larger family groups | Luggage space with every row upright and parking height limits |
Choose a size the driver can handle comfortably on narrow roads and in multi-storey car parks. Two large suitcases can overwhelm a small boot; seven occupied seats may leave little space behind the last row. Ask about the booked class rather than assuming the pictured model is guaranteed.
Insurance, deductible waivers and NOC
Read the basic cover, deductible waiver and non-operation charge provisions separately. Basic insurance can leave an excess; CDW may waive specified excesses without covering the operator’s loss of use. NOC cover addresses that separate charge, subject to its terms. Toyota’s insurance explanation illustrates these distinctions, but another supplier’s protection must be checked independently.
For an unfamiliar road system, a package covering both deductible and NOC exposure is worth comparing. “Full protection” is not a promise that tyres, towing, lost keys or every incident are covered. After even a small scrape, stop safely and follow police and rental-company reporting instructions. An unregistered driver, drink-driving or failure to report may invalidate protection.
ETC cards and Awaji bridge tolls
An ETC reader in the car does not include an ETC card. Reserve the card and confirm its fee, toll settlement method and acceptance at the return office. A motorway pass is a separate product with its own eligible roads and vehicle rules; do not assume a regional pass covers Hanshin Expressway or the Honshu–Shikoku bridges.
The bridge operator’s toll table lists the ordinary-car Tarumi IC–Awaji IC section at ¥910 with ETC versus ¥2,410 without ETC, checked 9 October 2026. This is one section, one way, not the total cost from central Kobe. Calculate the full entry-to-exit route separately.
Smart interchanges require ETC; Awaji-kita is an entrance-only interchange. Without a working card, plan entrances with ordinary payment lanes. If you enter an ETC-only lane by mistake, use the intercom and follow staff instructions rather than reversing.
Budget beyond the advertised rental rate
Add the base rental, protection upgrades, ETC card, actual tolls, fuel, child seats, winter equipment, one-way fee, hotel and attraction parking, and any late-return charge. Compare like-for-like quotes instead of a headline daily rate. No single price is reliable across peak weekends, vehicle classes and branch combinations.
Keeping the rental to countryside days often saves more than choosing a smaller insurance package. Confirm hotel parking before booking: a nightly fee, height limit or reservation requirement can change which car is practical.
Driving and parking in central Kobe
Kitano’s slopes do not automatically make a car more convenient. You still need a legal parking space and may walk uphill from it. Ikuta Shrine, Nankinmachi, the former foreign settlement, Meriken Park, Kobe Port Tower, Harborland and átoa fit better into a city day using public transport and walking.
Look for the entrance to the selected car park, not just the attraction pin. Watch lane markings, one-way signs, pedestrians and cyclists when turning. Check the displayed maximum charge and its applicable hours; a night rate is not necessarily a whole-day cap. Never leave the vehicle at a shop or hotel without permission.
Five worthwhile directions from Kobe
1. Arima Onsen
A car can help a family combine a bath visit with another stop, but buses and trains remain good alternatives for Arima alone. Save the hotel or public parking entrance rather than navigating into the narrow hot-spring streets. Park once and explore on foot; check slopes and walking distance if mobility is limited.
If you prefer public transport, compare the bath admission separately from your journey. The Taiko-no-Yu listing is an attraction ticket, not a car rental.
2. Arima and Mount Rokko
These places make a sensible combined day when the weather and driver are suitable. Allow time for a meal, the bath’s opening hours and a small number of mountain attractions. A night view creates a night-driving commitment: mist, rain and winter ice can make the descent difficult. A tour is an alternative when nobody wants to drive after dark or the group wants alcohol with dinner.
3. Awaji Island
Cross the Akashi Kaikyo Bridge for Awaji Yumebutai, Akashi Kaikyo National Government Park, coastal stops and hot springs. Choose the north and west coast for a first day, or focus on Sumoto and the south. Trying to cover every region leaves too much of the day in the car.
For a slower visit, use the Awaji accommodation guide and stay overnight. A private charter can also work for a group, provided its operating area, hours and additional fees match your plan.

4. Himeji Castle and nearby countryside
For the castle alone, take JR to Himeji and continue along Otemae-dori. A car has more value when you add Mount Shosha, a rural hotel or other dispersed stops. Avoid forcing Himeji, Arima and Rokko into one rushed day; a tour can remove the driving but cannot remove the travel distances.

5. Tamba-Sasayama
Set aside a full day for the castle town, local food and countryside. Driving makes it easier to combine places outside the town centre, but autumn weekends and holidays still require parking and return-time buffers. Collect in the morning rather than fitting the journey after a full Kobe sightseeing morning.
Optional guided experiences below have their own starting points and conditions. They do not include your self-drive rental.
Half-day, full-day and two-day driving plans
Half day: Sannomiya and Arima
Collect around lunchtime, inspect the car, then drive to your selected Arima car park for a walk, meal and bath. Choose the bath’s actual admission hours before fixing the sequence. Leave early enough for fuel and the branch return; a short itinerary is no reason to schedule arrival at closing time.
Full day: Arima and Rokko
Start when your branch opens, spend the morning in Arima and continue to selected mountain attractions in the afternoon. Keep the evening view optional. Many city branches close around 20:00: returning at 20:30 is not a valid same-day plan at a 20:00 branch. Either descend earlier or book an overnight rental and confirm parking.
Full day: northern Awaji
Collect early, cross the bridge and pair the northern park area with one or two west-coast stops. Build in lunch and a generous return margin for bridge traffic. If sunset is the main event, an island overnight is a more relaxed choice than racing to the rental desk afterward.
Two rental days with an island overnight
Spend your first travel day in Kobe without a car. On the next morning, collect and visit northern Awaji and the west coast, then sleep near the coast or Sumoto. Use the following day for southern Awaji before an agreed return in Kobe or another approved branch. This is a three-day trip with two rental days, not a promise to fit all of it into two calendar days.
Travelling with children
Japanese rules require child seats for children under six. Reserve seats with the car and give the child’s size so the supplier can provide an appropriate restraint. Older children may still need a booster for a proper seat-belt fit.
Account for seat width as well as suitcase space. Two child seats can make the remaining rear seat impractical. Before departure, check restraint installation and belt fit with the staff; do not skip the check because someone else installed it. Parks on Awaji and family attractions on Rokko suit a driving day. Kobe Animal Kingdom alone is accessible by Port Liner and does not justify renting a car.
Travelling with older relatives
A car reduces transfers but does not eliminate slopes and walking at Arima, viewpoints or large parks. Check the distance from parking to the entrance and whether the hotel parking has lifts or mechanical bays. A comfortable entry height may matter more than a large vehicle.
Limit the day to a few main stops with proper breaks. Choose a vehicle the driver already feels comfortable handling rather than upgrading so far that narrow streets become stressful.
Winter driving around Kobe
Clear weather beside Kobe’s waterfront says little about ice on Rokko. The Rokko operator’s guidance recommends winter tyres and carrying suitable chains; it also notes that there is no petrol station on the mountain. Refuel before the climb.
Check the Snow Park’s seasonal and road notices for your actual visit. A past season’s daily banner is not evidence of current road conditions. Confirm the tyres supplied, chain compatibility and rental restrictions; four-wheel drive cannot substitute for the correct tyres. If you lack snow-driving experience, use public transport or an organized seasonal trip and keep the plan flexible.

A practical collection checklist
- Check every driver’s documents, registration and payment requirements.
- Confirm the return branch, entrance, deadline and emergency contact.
- Check the protection purchased and the incident-reporting process.
- Test the ETC card, navigation, lights, wipers and reversing equipment.
- Confirm fuel type and the required refuelling procedure.
- Photograph the body, wheels, glass, roof and bumper edges; have existing damage recorded.
- Check child seats, adjust mirrors and enter the first destination before moving.
A short walk-around video helps capture areas missed in a wide photograph, but it does not replace the operator’s written damage record.
Allow enough time to return the car
Work backward from the contractual return deadline and, for an airport return, the airline’s required arrival time. Include refuelling, finding the correct entrance, inspection, toll settlement and the shuttle or terminal transfer. A 30–45-minute local buffer is a planning allowance, not a guarantee for every journey.
Keep the final fuel receipt and use the specified fuel. Traffic near Sannomiya, motorway exits and the bridge can overturn a navigation estimate. If delay becomes likely, contact the branch rather than assuming it will remain open.
Common mistakes to avoid
- Renting throughout a city-only stay or driving to Himeji Castle without another reason.
- Comparing base rates while omitting insurance, seats, ETC, parking and one-way costs.
- Confusing the airport desk with the handover location or assuming Terminal 2 shuttle pickup.
- Filling every seat without testing the luggage layout.
- Booking a large car before checking hotel parking and narrow-road confidence.
- Planning all of Awaji in one day or a late Rokko descent before an early-closing return.
- Letting an unregistered driver take over, or drinking before driving.
- Using city weather to judge mountain ice, or treating an SUV as winter equipment.
Kobe car rental questions
Can I return in Osaka?
Only when the specific supplier accepts that office pair, vehicle and date. Confirm the fee and ETC-card settlement before booking.
How early should I book?
Compare several weeks ahead for ordinary dates and earlier for busy holidays, autumn weekends or a minivan with multiple child seats. Availability matters more than a universal booking deadline.
Is a rental better than a private driver?
A rental suits a confident driver who wants flexible stops. A charter is worth considering when the group wants to drink, nobody wants mountain roads, or door-to-door assistance matters more than independent driving.
Can I visit sake breweries while driving?
The driver must not drink. Use public transport, a taxi or a private driver for a tasting-focused day in Nada.
Can I take the rental onward to Shikoku or onto a ferry?
Confirm the route and return arrangement with the supplier. Road access across the bridges does not establish permission for every one-way booking or any ferry carriage. A ferry requires separate acceptance by the rental company and the vessel operator.
The simplest way to plan a Kobe rental
Keep the car-free city day, then rent for the places where it makes a difference. Choose Arima and Rokko in suitable conditions, northern Awaji for an achievable day trip, or an island overnight for a gentler pace. Book the branch, luggage capacity and protection together, then leave room for weather, parking and a calm return.
