Tokyo Tower Winter Fantasy 2025 belongs at ground level, not on the observation deck. In 2025, pink and pale-blue lighting surrounded a ten-metre Little Tokyo Tower and white decorated trees. It offered a complete character-themed stop without requiring a tower ticket. Fans of Kiki and Lala, or visitors wanting a short photographic visit, had different needs from travellers seeking a high-level skyline view.

The 2025 event has ended. Tokyo Tower’s continuing operation does not establish the return of its anniversary decorations, gallery exhibition or outdoor show.

Three winter experiences, three calendars

GO TOKYO’s 2025 event record marks the 2025 outdoor event as ended and confirms free admission.

Historical component Dates and timing Location and admission
Little Twin Stars illumination November 17–December 25, 2025; 9:00–23:00 First-floor entrance plaza; free
Outdoor musical lighting show From 16:00 every 15 minutes, approximately five minutes; last 22:30 No observation-deck ticket required
Twinkle Celebration exhibition December 1–25, 2025; 10:00–19:00 Foot Town 3F Tower Gallery; free
CITY LIGHT FANTASIA winter projection November 1, 2025–February 15, 2026 Main Deck 2F north side; tower admission required

The Sanrio announcement and tower’s seasonal report distinguish these programmes. Main Deck “2F” means the upper level of the observation deck at 150 metres, not simply the second floor above the entrance plaza.

Tower GARDEN versus Twinkle GARDEN

Tower GARDEN centred on the approximately ten-metre miniature tower in Kiki and Lala’s pink and blue colours. Its photographic appeal was the relationship between the small tower, character setting and actual landmark behind it, not a claim that the entire tower structure had changed colour.

Twinkle GARDEN used suspended lights, white trees and ribbon decorations. The 2025 display used approximately 43,000 LEDs; this was an edition-specific scale, not a permanent annual total. One area emphasised the tower silhouette, while the other rewarded closer attention to trees and decorative details. 2025 event description

The musical presentation used “Twinkle My Dear…☆” from 16:00 onwards. Allowing around half an hour for both areas and one show is an editorial suggestion, not an organizer’s minimum stay. Morning visitors could see the installation without seeing the musical sequence. Coming down from an observation deck just before the final show also leaves little room for elevator and exit time.

The tower’s 2024 Orange Illumination archive records a different orange garden with light windmills. Winter Fantasy is a seasonal event name, not a guarantee of the same character collaboration every year.

The anniversary gallery was not a merchandise shop

The gallery’s historical page specifies free entry and no sales inside the December 2025 Twinkle Celebration exhibition. “Popup” did not mean a dedicated merchandise shop.

Sanrio’s programme included a fifty-year retrospective, photo setting and miniature theatre visiting twelve memorial stars. Star-shaped pockets held take-home thank-you cards, while an on-site QR code offered an AR photo frame. A physical message card, a phone effect and an outdoor photo spot were separate experiences, not a promise of gifts shipped to visitors.

The gallery closed at 19:00, before the last outdoor lighting show. For the documented 2025 schedule, fans could visit the gallery first and return outside after dark. Someone interested only in photographing the tower did not need to reserve an entire afternoon for the exhibition.

When did buying a tower ticket make sense?

Both the outdoor programme and gallery were free in 2025. Main Deck admission was needed for its skyline view and projection. Buying Top Deck solely to see the ground-level character installation would purchase the wrong experience.

The current ordinary price page, for October 2026, lists Main Deck admission at ¥1,500 for adults, ¥1,200 for high-school students, ¥900 for elementary/junior-high pupils and ¥600 for children aged four and over. Hours are 9:00–23:00, last admission 22:30, potentially earlier when busy. These are venue facts, not a new winter-projection announcement.

For a projection-led visit, compare the season and location in the CITY LIGHT FANTASIA guide. Indoor projection conditions do not establish comfortable weather for the outdoor plaza.

Access and practical constraints

The Tokyo Tower access guide lists these walking options.

Station Exit and walk Useful distinction
Akabanebashi Akabanebashi Exit; five minutes Direct Oedo Line approach
Onarimon A1; six minutes Convenient for the Mita Line
Kamiyacho Exit 1; seven minutes Useful when combining Azabudai
Shibakoen / Daimon A4 / A6; ten minutes each Fits a park or Daimon dining route
JR Hamamatsucho North Exit; fifteen minutes Avoids an unnecessary extra train for JR users

Current parking costs ¥800 for the first hour and ¥400 per additional half-hour, operating 9:00–23:00. The operator specifically asks visitors not to photograph on the underground parking staircase. A popular online composition does not grant permission to obstruct that route.

The family-service page lists limited stroller loans at first-floor information, 9:00–22:30, without advance reservations and for use within Tokyo Tower only. Bring your own stroller for an onward neighbourhood walk.

Choose one onward neighbourhood

A tower visit can follow an afternoon around Shiba Park, then dinner in one nearby area. Check the actual Azabudai Hills Christmas Market dates before adding another seasonal stop. teamLab Borderless is a separate attraction, not part of the free plaza display.

Alternatively compare the Roppongi illumination route rather than forcing Tokyo Tower, Roppongi and Shibuya into one evening. The Tokyo travel guide helps allocate days.
